U.S. Veteran or on active duty in U.S. armed forces, including spouse and unmarried dependents. Eligible Eligible
Refugee admitted under Section 207, or asylee admitted under Section 208, or Cuban-Haitian, or Amerasian, or Hmong, or Highland Laotian. Eligible Eligible for 1st 7 years, except Hmong & Laotian who have no limit.
Admitted person who was paroled for at least 1 year or person granted conditional entry prior to 4/1/80. Eligible for 1st 5 years, except unlimited for parolee admitted prior to 8/22/96. Ineligible
Person lawfully admitted for permanent residence. Ineligible for 1st 5 years unless admitted prior to 8/22/96, then eligible. Eligible, unless has less than 40 qualifying quarters.
Non-citizen who meets citizenship status of categories 3-5 above and admitted prior to 8/22/96 and is elderly (born prior to 8/22/31), disabled/blind, or under age 18. Eligible Eligible
Person under age 19 permanently residing under Color of Law. Ineligible Ineligible
Non-citizens not otherwise eligible. Ineligible Ineligible
Non-citizen, age 65 or older, who legally resided in the U.S. on 8/22/96, and who is ineligible for SSI due to a finding of “not disabled.” Eligible Eligible if age 65 on 8/22/96, otherwise ineligible.
Abused non-citizen or their child or parent. Eligible for cash assistance but not medical assistance. Ineligible
